阪神大震災は、モンゴルでも重大ニュースとして報道され大きなショックを与えた。
モンゴル政府はただちに臨時閣議を開き、救援物資を送ることを決めた。
それも、ただ送るということではなく、一刻も早く届けようとしたのだ。
毛布2100枚、手袋500組その他を直ちに政府特別機に積み込み、
プレブドルジ副首相は国民を代表して見舞いにやってきてくれた。

モンゴル国は、以前はモンゴル人民共和国と称していた。
ソビエト連邦の衛星国の一つとして、ソ連共産党の指導下に長きにわたり入っていたが、
その時代でさえ、モンゴルは日本に極めて好意的な国家として、経済・文化交流などで
緊密な間柄を保っていた。
そのことにソ連が不快感を示しても、モンゴル政府は、
『 血の繋がりは、共産主義の教義よりも強し 』
としてこれを無視してきたのである・・・・。

ソ連崩壊後、モンゴルは自由主義国家を目指し、市場経済への道を歩み始めた。
日本は同国にとっての最大の援助国として全面的に支援してきた。
同国は日本の長きにわたる援助を多とし、感謝の気持ちを込めて救援に駆けつけて
くれたのであろう。

関西空港で出迎えた外務省幹部が感謝の意を表明するとともに、長旅を労って
休息していただこうとしたが、「長居をしてご迷惑を掛けたくない」と、
わずか90分だけの日本滞在で機上の人となった。
日本では「困った時の友が真の友」という。
モンゴルにも「困難に直面する時こそ、友人の価値が分かる」という諺があるという。
小さな国からの、大きな贈り物であった。
